华北局并告绥远省委：

绥远省委关于冬季工作补充指示 及华北局所提的几点注意，中央均同意。惟在绥远补充指示第六点所指出的必须掌握的三条原则[1]中，应增加一条“坚持保存富农经济的方针，富农所有的自耕 和雇人耕种的土地及其他财产不得侵犯。”这一条是今后减租、土改中必须坚持的，这与你们规定的调剂富农所经营耕种之公地也并无矛盾。

注释

〔1〕绥远省委补充指示中的三条原则是：①巩固地团结中农，不得对中农利益有丝毫侵犯；②不准侵犯工商业；②杀人必须经人民法庭判处，由省人民政府批准执行，没收必须经县政府批准并报省政府备案。
